The RAC is a collective of elite bounty hunters operating with strict procedures and a structured hierarchy. It operates in many Fringe systems, but each solar system is a totally independant branch, connected to the others only through their shared strict codes.
Their guiding principle is encapsulated in their motto : "The Warrant is All".
RAC bounty hunters have ranks that determine their access to high-level, generally sensitive, warrants. Veteran bounty hunters will often mentor lower-ranking members through a "buddy system".
Advancement within the RAC is merit-based, requiring agents to complete missions successfully and demonstrate adherence to the guild's code; hence it is based both on the number of their successful warrants and their degree of peer approval, which also reinforces cohesion.
The RAC employs a tiered warrant system, categorizing assignments by complexity and risk:

Level 1 – Retrieval Warrants: Recovering lost or stolen items.

Level 2 – Escort Warrants: Safely transporting individuals between locations.

Level 3 – Capture Warrants: Apprehending targets alive.

Level 4 – Dead or Alive Warrants: Targets may be brought in alive or deceased.

Level 5 – Termination Warrants: Sanctioned eliminations of high-value targets.
Special warrants, such as Black Warrants, involve multiple teams competing to complete the same high-stakes mission. Only agents with appropriate clearance levels can accept corresponding warrants, ensuring missions are matched to agent capabilities.
Upon successful mission completion, agents submit proof (e.g., captured targets, recovered items) to their nominated RAC handler (who is always a "retired" or still active bounty hunter), on whatever planet he is currently on. After verification, rewards are disbursed in the form of credits or resources, with a percentage allocated to the RAC to fund operations and training programs. The information is uploaded to the RAC headquarters, a starship, which in turn updates warrant information on all local subystems.
Failure to complete a warrant can result in penalties, including suspension, demotion, or assignment of the failed warrant to another agent. In extreme cases, the original agent may become the target of a new warrant, if he or she is deemed, by their failure, to be a risk to the credibility of the RAC. In these matters, the RAC has full jurisdiction.
